New York Lawmakers are considering several bills that would toughen criminal penalties for dealers, and expand treatment for users addicted to heroin. Senator Betty Little and another member of a Senate Task Force held a hearing in Plattsburgh where recovering addicts, prosecutors, and experts testified about the region’s growing heroin epidemic.
