The New York State Legislature has passed a $217-billion state budget that includes a record amount of spending on education, universal full-day pre-kindergarten statewide, and nearly $100-million to upgrade the Olympic venues in Lake Placid. The budget also includes a comprehensive broadband study, low-cost internet service for eligible subscribers, and gives the Governor the authority to close an unlimited number of state prisons.
