New York Governor Andrew Cuomo proposed a $178-billion budget Tuesday that closes a $6 billion deficit through reducing the growth in Medicaid, limiting aid to local municipalities, and counting on tax revenue to grow by $2 billion. The Governor’s 2020 Executive Budget would increase school aid, legalize recreational marijuana, reduce business taxes and move ahead with a planned tax cut for the middle class. State Lawmakers will deliberate over Governor Cuomo’s proposal in hopes of passing an on-time budget for the start of the new fiscal year April 1.
