Dr. Kim Richard Nossal, a political studies professor and author at the Centre for International and Defence Police at Queen’s University in Kingston, Ontario, was the guest speaker at this year’s Distinguished Canadian Address dinner hosted by the Center for the Study of Canada at SUNY Plattsburgh. Nossal discusses the challenges having an unpredictable President has created for relations between the U.S. and Canada.
