2021 Distinguished Quebec Address

The Institute on Quebec Studies at SUNY Plattsburgh invites scholars from Quebec to speak on issues of cross-border interest. This year the Distinguished Quebec Address focused on the province’s post-COVID international strategies. Dr. Stephane Paquin, a professor at the National School of Public Administration (Ecole Nationale D’Administration Publique) in Montreal, also touched on the border closure, the importance of trade between Quebec and New York, and prospects of new trade deals between the U.S. and Canada as relations improve between the two countries under the new the Biden administration.
